Coordinate two agents without lost work

Split [PROJECT] between at most two specialist agents only if that is simpler than one agent. Give each a non-overlapping objective, shared source of truth, file or data ownership, read/write permissions, handoff format and acceptance tests. Require each to report changed artifacts, evidence, unresolved risks and next owner. The coordinator must verify integration; a specialist saying "done" is not sufficient. If two agents would collide or add overhead, recommend one agent instead.
