Suggest calendar buffers without moving meetings

Inspect only the permitted [CALENDAR RANGE] and [EVENT DETAILS]. Identify meetings that need travel, setup, preparation or recovery buffers according to [BUFFER RULES]. Output a proposed schedule with duration, reason, affected events and unresolved conflicts, plus a short question for any missing location or timezone. Do not move, cancel, invite or message anyone. If the calendar is unavailable, request an export instead of pretending to inspect it. Check that proposed buffers do not overlap protected events and that timezones and travel assumptions are visible to the user before any action is approved.
