Ask Codex to set up a project agent

In this project, help me create a reusable agent workflow for [TASK]. The project folder is [FOLDER] and successful completion means [ACCEPTANCE TESTS].

Inspect the project and any existing instructions first. Propose the narrowest suitable form: a reusable prompt, project guidance, or a Codex skill if this really is repeatable. Explain why. Draft the instructions with inputs, allowed tools, prohibited actions, approval gates, output format, tests and failure recovery. If a skill is appropriate and the skill-creator is available, use it; otherwise give me a copy-ready skill draft and installation steps for my environment. Do not overwrite existing instructions or enable a scheduled run without asking. Test the workflow on safe sample input and report what you actually observed.
