Inputs: [INTERVENTION], [OUTCOME], [AVAILABLE BASELINE]. Define observation periods, units, seasonal effects, other changes and a comparison option if feasible. Label causal claims as conditional. Output: A measurement plan, threat-to-inference table and decision threshold. Check: The same outcome definition is used before and after. If essential information is missing, identify it rather than filling the gap with a guess. Record how missing observations will be handled before comparing the two periods.
