Compare geographic data across changed boundaries

Using [OLD BOUNDARIES], [NEW BOUNDARIES] and [MEASURE TABLE], identify areas whose definitions changed. Create a crosswalk plan with population or area weights only if justified by the measure; list cases where no defensible allocation exists. Propose a trend table and map legend that make uncertainty visible. Do not draw a continuous trend from incompatible zones or invent coordinates. Check totals before and after any aggregation, unmatched polygons and whether boundary dates align with observation dates. Mark all assumptions for a geospatial specialist to review.
