Report a small table without exposing individuals

Review [TABLE DESIGN], [POPULATION] and [DISCLOSURE RULES] before publication. Identify cells that might reveal an individual directly or through subtraction, and propose suppression, aggregation or range reporting. Show a fictional miniature example and a checklist for totals, complements and repeated releases. Do not apply an invented legal threshold; use supplied policy and refer unresolved rules to the privacy owner. Output a redacted reporting plan, not the raw confidential table. Check whether suppressed values can still be reconstructed from row and column totals.
